Born in New York. Loew was an apprentice to a stained glass artist and studied at the Art Students League. He was a WPA artist during the 1930s. He began teaching at the University of California, Berkley and the School of Visual Arts in NYC in 1956. His works are in collections of the Whitney, Guggenheim, and more.
